Why Most Enterprises Frost Before They Bake

Last year enterprises spent $307 billion on AI initiatives (IDC, 2025) and—brace yourself—42 percent of them binned the majority of those projects before they left the test kitchen (S&P Global, 2025). Gartner pegs the overall AI failure rate at 85 percent. Only one in four organizations report seeing significant ROI from their AI investments.

If the average Fortune 500 company missed its earnings target 85 percent of the time, heads would roll. Yet boards keep signing checks for “AI transformation” as if GPU invoices or OpenAI credits were a proxy for strategy. The scandal isn’t that models hallucinate; it’s that executives do—about what an AI strategy actually is.

Most corporate AI masterplans are nothing more than shopping lists—cloud credits, vendor pilots, a Center of Excellence logo. They’re bad abstractions: impressive-sounding, functionally irrelevant.

Strategy is cuisine, not cabinetry. You don’t “install” a cake—you compose it so the layers reinforce each other. Skip the sponge and the icing slides; neglect the filling and nobody comes back for seconds.

Most firms attack the cake from the top because icing looks like progress—dashboards, model registries, town-hall demos. But gravity is unforgiving: icing without sponge is a puddle.

Meet the CAKE Framework. The three physical layers translate into four strategic levers: C = Confidence (individual self-efficacy), A = Alignment (team collaboration), K = Knowledge (organizational learning infrastructure) and E = Execution (enterprise-level governance and scale). Together they spell CAKE—a mnemonic reminder that strategy must be baked from the inside out.


Layer One – C (Confidence) — Sponge: The Individual (“Me & My AI”)

Algorithms don’t create competitive advantage; changed colleagues do. Adoption beats sophistication every quarter.

What Goes Wrong

  • Identity threat: People aren’t scared of technology; they’re scared of becoming obsolete (Davenport et al., 2023).
  • Cognitive overload: A GenAI copilot adds yet another interface to juggle.
  • Skill asymmetry: Power-users sprint while the median lags, widening resentment.
